Milford City Council Directory
The City Council page is at cityofmilford.com/129/City-Council. The page has member names, meeting times, agendas, and minutes. Council meets at 6:00 p.m. on the second and fourth Monday of the month. Meetings are in the Joseph Ronnie Rogers Council Chambers at 201 South Walnut Street, Milford, DE 19963. Milford voters elect eight City Council members. Two come from each of the four wards. The Mayor and each council member serve a two-year term.

The city runs under a Council-Manager form of government. The Charter puts all city power in the City Council. A quorum needs five members. No Council act is valid or binding unless four or more members vote yes. To run for Council, a person must be a U.S. citizen, live in the ward for one year, be over age 18, have no felony on record, and pass a background check.

Milford Electric Division Phone Line
The city runs its own Electric Division. The Electric page lives at cityofmilford.com/23/Electric. The division serves commercial and residential customers in town. Ten staff work in the division. About 6,500 customers get their power from the city. Milford is a member of the Delaware Municipal Electric Corporation, or DEMEC. The city buys power on the PJM Power Grid. The 2023-2024 residential rate is set as a monthly facilities charge of $21.25 plus an energy charge plus a PCA. The energy charge is $0.10 for the first 2,500 kWh and $0.12 for each kWh over that. The PCA is $0.01438. The Electric page also has info on the Low Income Home Energy Assistance Program, or LIHEAP. LIHEAP is part of the Delaware Energy Assistance Program, or DEAP. It is a federally funded program for low-income families. Income must be at or below 200% of the federal poverty level to qualify.
