The Department of Administration runs day-to-day work. To file a FOIA request in Kent County, mail the form to Kent County Levy Court, Attn: Kelly Pitts, Public Information Officer, 555 Bay Road, Dover, Delaware 19901. You can also fax it to 302-736-2279 or email PIO@kentcountyde.gov. As of September 25, 2025, the county launched a new FOIA request module. The goal was to make public records access more open and easy to use. Most routine asks do not need a formal FOIA. Check the site first or call the office that holds the record.

Levy Court and Elected Officials

The Kent County Levy Court has seven elected Commissioners. Six come from districts. The seventh is elected at-large to serve the whole county. The Levy Court was set up in 1655 when the Delaware General Assembly, then under Dutch rule, passed the law that let taxes be levied on landowners. The Commissioners run the daily work of Kent County government.

Casual users can search and view deeds for free. Records are watermarked. To print or download, set up an account. The fee is $2.00 per page. A $75 flat monthly sub option is also sold. The Property Records Search tool is a different database. Viewing and printing there are free. The site also covers free property fraud alerts, discriminatory language redaction, and a 2025 Transfer on Death Deed option.

Note: Kent County lets anyone sign up for free property transaction alerts that email you when a new deed is recorded in your name.

Probate Search Contact Numbers

The Kent County Probate Search System is at willssearch.kentcountyde.gov. The tool is hosted by Bluestone. It gives public access to probate and estate records held by the Register of Wills. The Register of Wills line is 302-744-2330.

Results show name, docket number, case type, filed date, issued date, date of death, date of birth, address, and town. The detail view lists parties, the tie to the case, and the status.
