The Delaware Phone Directory is a free public tool. The state built it to connect people to the right office in state government. You can search by person, by agency, or by a service term like "trails" or "small business." The tool pulls data from a live database kept by the Government Information Center. Staff work with each agency to keep it fresh. Every record shows a phone number, a web link, and a link to any social media the agency runs. The state designed the tool for desktop, tablet, and phone screens.

Most records in the directory list a QR code. You scan the code with your phone to save a virtual card to your contacts. That card holds the phone number, the email, and the office address. You do not need to type the info by hand. The QR feature was added so people could save a contact while walking into a hearing or a meeting. The Government Information Center sits inside the Delaware Department of State. Its job is to connect people to state, local, and federal bodies.

Most searches take one or two tries. Start with a clear term. You can also browse by topic.

The main search tool for the Delaware Phone Directory is hosted at phonedirectory.delaware.gov. It is part of the state's web portal and works on any device. A person seeking parks and recreation info might type "trails" and find phone lines, maps, and links to agency pages. The tool is kept current by GIC staff who work with each state agency.

Delaware.gov for Office Lookup

The state's main homepage at delaware.gov is the gateway to the full Delaware Phone Directory. From the home page you can reach every agency, find your school's site, check air quality, and sign up for weather alerts. The homepage also lists featured highlights and posts notes from the Governor's team. Each linked agency page has its own phone listings. The state also keeps a list of jobs, flag status, and open data for the public.

Delaware FOIA Public Records Portal

Most phone listings are free to view, but some data lives behind a Freedom of Information Act request. The state runs a FOIA portal at delaware.gov/freedom-of-information-act. There you pick the agency that holds the record you need. You then send the request through a web form or by PDF. The state says FOIA is a key tool of open government. Delaware first passed its FOIA in 1977.

Under 29 Del. C. §§ 10001-10008, any public body must respond to a FOIA request within 15 business days. The first 20 pages of plain black and white copies are free. Extra pages cost $0.10 each, or $0.20 for two-sided. Staff time over one hour can be billed at the rate of the lowest-paid worker able to do the job.

You do not have to use the state form. But you must put the request in writing. Common ways to send one are email, fax, U.S. mail, or the online form. When you file one, be as clear as you can about the records you want.

Open Government Phone Lines at the AG's Office

The Delaware Department of Justice keeps a page at attorneygeneral.delaware.gov/executive/open-government that walks people through FOIA. It lists fees, exemptions, and appeal rights. To file a FOIA with the DOJ, pick "Attorney General's Office" in the online form. You can also email opengovernment@delaware.gov, fax (302) 577-5866, or mail the form to the Delaware Department of Justice FOIA Coordinator at 820 N. French Street, 6th Floor, Wilmington, DE 19801.

Delaware Code Title 29 Chapter 100

The full text of the law that governs state records is in the Delaware Code at Title 29, Chapter 100. You can read it at delcode.delaware.gov/title29/c100. The code lays out who must respond, what a public record is, and how fees work. It also sets out open meeting rules. Every public body in the state must follow these rules.

Under 29 Del. C. § 10003, all public records shall be open to inspection and copying during regular hours. Section 10004 covers open meetings. Each meeting of a public body must include time for public comment unless a specific closed session rule applies.

Delaware Agency Directory Listing

The state keeps a full list of agencies at delaware.gov/state-directory. It is sorted by topic. Business, Education, Environment, and Health are a few of the top groups. Each listing shows a web link, a news link, a contact link, and social media. The list covers all three branches and the many boards that fall between them. You can use it to find the right office when you are not sure which agency handles your question.

Examples in the directory include the Division of Small Business, Plant Industries, the Insurance Commissioner, and the Harness Racing Commission. Each agency page shows phone, email, and a physical address.

Insurance Commissioner Trinidad Navarro oversees the Delaware Department of Insurance. Attorney General Kathy Jennings was sworn in on January 1, 2019. Their offices are all on the state directory list. The directory is the fastest way to move from a topic to a phone number.

History of the Delaware Phone Directory

Delaware launched a new directory search tool in 2012. A news release at news.delaware.gov spelled out the changes. The release said the tool works well on desktops, laptops, pads, and phones. It noted that each listing carries a QR code. That code links to a virtual card for a user's contact list.
