Every person has a right to county records under 29 Del. C. §§ 10001-10008. The county's FOIA page sits at newcastlede.gov/375/Freedom-of-Information-Act. The page spells out what counts as a public record and lists the carve-outs. Some items are not public. These include personnel and medical files, investigatory files, library user records, and trade secrets.

The county will respond within 10 business days unless it needs more time. More time is allowed for field searches, records in storage, or redaction work. If a fee applies, you get an application number to pay on the FOIA portal. If the county denies your ask, you can petition the Delaware Department of Justice to review it under state law.

County Council and Elected Offices

The County Council is the legislative branch of New Castle County. The Council page sits at newcastlede.gov/226/County-Council. The body has 13 members. Twelve members each come from a single district. The thirteenth is the Council President, who is elected at large. Members serve staggered four-year terms. Online Services Phone Directory

The Online Services hub at newcastlede.gov/2700/Online-Services lists every web portal the county runs. You can schedule a building inspection, apply for a permit, renew a contractor license, or bid on county work. Property and records tools include parcel search, recorded deeds, and community governing documents. Each tool has a direct link on the page.

Office of Finance Phone Line

The Office of Finance sits at the Government Center at 87 Reads Way, New Castle, DE 19720. The phone is (302) 395-5340. Hours are Monday through Friday, 8 a.m. to 4 p.m. The office holds four divisions: Accounting, Assessment, Budget, and Treasury. Accounting handles vendor pay and payroll. Budget writes the yearly plan and the six-year capital program. Treasury collects taxes and sewer fees. Those tax revenues fund over 80% of county work.

Parcel Search Tool Contacts

The Parcel Search tool lives at www3.newcastlede.gov/parcel/search. You can look up a parcel by its number, by street, by deed book, by subdivision, or by lot. Street names should be typed without the suffix, so skip "Road" or "Lane." Numbered streets should be spelled out. So type TWENTY FIFTH, not 25th. The tool gives you ownership info, tax status, the list of prior sales, and a parcel map.

Basic parcel data is free. Certified copies or larger document pulls may cost a fee. The site disclaimer says data is given as-is and with no warranty.

The Recorder of Deeds Document Search is at newcastlede.gov/144/Document-Search. The main line for the Recorder is (302) 395-7721. Document Search support is (302) 395-7792. Office hours are Monday through Thursday 8:00 a.m. to 3:45 p.m. and Friday 8:00 a.m. to 12:45 p.m.

The office keeps deeds, mortgages, liens, easements, plot plans, and federal tax liens. Casual users can search for free but pay $1 per page to view. Monthly users pay a flat $100 for unlimited access. The office sits at 800 N. French Street, Fourth Floor, in Wilmington.

Assessment Office Phone Number

The Office of Assessment can be reached at (302) 395-5520. The office sits inside the Government Center at 87 Reads Way, New Castle, DE 19720. Staff are on hand from 8 a.m. to 4 p.m. Monday through Friday. The office oversees the property assessment process. It also reviews exemption requests and keeps the tax parcel and map data.

County property values in New Castle are based on 1983 figures. When a build or a rebuild is done, an assessor visits to set a new value. If you think the new value is wrong, you can appeal to the Board of Assessment Review. Details are on the Assessment page.

Recorder of Deeds Phone Directory

The Recorder of Deeds handles all land transaction records in New Castle County. The official page is at nccde.org/136/Recorder-of-Deeds. The office files deeds, easements, federal tax liens, mortgages, releases of mortgages, and plot plans. The team also collects transfer taxes for the county, the state, and some cities. About 80,000 documents come through the office each year.

Tax and Sewer Payment Lines

To pay tax or sewer bills by phone, call Paymentus toll-free at (877) 225-7351. The county partners with Paymentus to handle online and phone payment for taxes, sewer, and maintenance fees. For help with a Paymentus payment, call their Customer Contact Center at (800) 420-1663. The portal is at newcastlede.gov/2030/Online-Tax-and-Sewer-Payments.

Open Finance Data Portal

Open Finance is a data portal for county spending. It lives at newcastle.finance.socrata.com. The site is part of the county's push for more transparency. You can dig into the Revenue Budget, the Expense Budget, or the Checkbook. The Checkbook tracks spending from 2016 to the present. It also covers CARES Act and ARPA spending.

The portal is hosted on Socrata. Search tools let you filter to a specific cost or vendor. Use the portal to back up a FOIA review with public spending data.

Building Inspections Phone Line

The Office of Inspections runs building, mechanical, plumbing, and site checks in New Castle County. The main line is (302) 395-5572. You can also book an inspection through the online scheduling site. The schedule page at newcastlede.gov/228/Building-Inspections sends email alerts at 7 a.m. on the day of each visit.

Each email shows an approximate time, the name of the assigned inspector, and links to the permit and any fees. The tool is open to permit holders who register.

Community Association Phone Directory

The Community Association Portal is run by the Recorder of Deeds and the Office of Administration. It lives at newcastlede.gov/2618/Community-Association-Portal. The tool gives free access to HOA and condo documents. Search results include Declarations of Maintenance, Maps, Plans, Restrictions, By-Laws, and Amendments.
