The Public Works Window at 220 Delaware Street is open Monday through Friday from 8:30 a.m. to 4:30 p.m. The Trolley Barn keeps the same open hours. Call (302) 322-9801 for Building Permits, Business Licenses, No Parking Signs, and Special Trash Pick up requests. The city prohibits discrimination against qualified individuals with disabilities across all city programs and services.

Finance and HR Phone Directory

The Finance, Administration, and Human Resources page is at newcastlecity.delaware.gov/finance-administration-and-human-resources. The Finance Department runs city banking, the prep and pay of bills, the collection of revenue (including property taxes), and the upkeep of financial, grants, and budget records. The city operating budget is $10.7 million. Finance tracks that budget with Edmunds MCSJ software.

Courtaney Taylor is the Finance Coordinator. Her direct line is (302) 322-9804 with email ctaylor@newcastlecity.delaware.gov. The city fiscal year runs July 1 through June 30. The property tax rate was set at $.35635499 per $100 of assessed value on June 26, 2025 for FY2026. Tax bills go out in mid-July. Pay by August 29 to get a 2% discount. Penalties kick in at 1.5% on October 1, another 1.5% on November 1, a 6% bump on December 1, and 1% monthly interest past that.

The city offers an Over-65 property tax exemption and a Disability exemption. Both need residency plus income caps of $25,000 single or $50,000 married. Proof of disability is needed for the second one. Applications are done in person. Contact Diane Delgado at 322-9804 to start. Interview slots are set from January 15 through May 1 each year. The HR team works through ADP for payroll (since June 2014) and also covers recruiting, hiring, background work, safety training, and FOP and AFSCME union compliance. Reach HR at 322-7489.

Note: The city calendar lines up with most DE-wide fiscal schedules, so budget questions are best asked before the end of June each year.

Within 15 business days the city must give you the records, deny your request, or note that extra time is needed. Be as exact as you can when you list the records you want. Give types, dates, parties, and subject. City Administrator Antonina Tantillo is the FOIA Coordinator. Fees may apply, and the city can ask you to view records in person. A FOIA request or petition may itself be a public record under 29 Del. C. §§ 10001-10006. Requests for large record sets may be delayed.
